This looks like a mutation caused by excessive radiation, but it doesn't mean he has 5 useable limbs because it won't have been linked up properly whilst he was forming. Vertebrates have 4 limbs max, his brain would have to be dramatically different to support 5. If he COULD use it then yes, I'm sure he'd get to keep it.

haretrinity, im not saying his arm is useable, im just saying there is nothing that says its not possible. the brain is one of the few things that can evolve during life. 
also it doesnt take millions of years. its only one birth for a mutation to spread. it would take longer for it to become a new species though. 
but on the topic of inbreeding. since everyone has small recessive mutations, when relatives mate they are more likely to share the same mutations, and thus they are more likely to show up. 
but i agree, this is probably an undeveloped conjoined twin. but its not absorption, its just since they develope from the same egg, they start already attached. and they they only develope to a certain point
