I presume you have some sort of set of numbers when you speak of a "majority."
The theory of Guns, Germs and Steel puts forward an interesting proposition as to why a number of people of darker skin, as you put it, were unable to technologically progress any further. Due to being unable to escape subsistence farming, they had a diminshed opportunity for innovation. They only pushed the boundaries of resourcefulness because they remained in an agriculturally poor location. People in other parts of the world did not require such ingenuity because they settled where they had something to start off with.
Therefore you may still argue that some "people of darker skin" had ingenuity but you would therefore have to concede that others must then have had common sense.

Well, actually, live have unlimited opportunities for inovation within the environment they live in. Their not developing other "advanced" technologies, such as iron metallurgy, more advanced agricultural techniques, etc.. was also limited by where they lived. Didn't it say as much in that book?
