you should see what South Africa has to say about combatting Aids. The minister of health insists that eating veggies is the best cure! They consistently refuse to produce or buy antiretroviral drugs for the infected populace(almost 30%)

I think 50% is way too high. I checked the stats and 1 in 5 people in S.Africa are infected with HIV. Numbers are still a mystery cause many people are reluctant to get an HIV test.
UN is campaigning hard for mandatory circumcisions in Africa which supposedly reduces HIV transmission by 50%. But I think it might just increase more risky behavior and stupidity.
So circumcisions do have benefits.

Also, the governments of several African countries have decided that HIV is not sexually transmitted.

mandatory is too strong a word, basically UN is urging/pushing for circumcision specifically in Southern Africa because of the spiraling Aids problem. Smerf, I agree that the numbers of infected people can be anywhere between 15-30%, the exact number isn't known because many people avoid or shy away from testing because of the stigma it carries in society.
