They should make speech class a mandatory class in high school.
I took speech class in college, they taught us to avoid the um. when giving a speech.
i took it in high school and college. its easily avoidable if you simply slow down a bit.. let your brain have time to fill in the gaps with proper diction.

I took speech in college, too. I generally try not to use um in my regular conversations, and most certainly not if I'm going to give a formal speech in the City Council.
