Parking laws are essentially contract-based. You have a contract with the city, and one of the terms will be something like "no person may park their vehicle between the no-parking signs". So, if you do it, you are subject to the fines described in some other part of the contract. It's perfectly acceptable for the city to waive their right to ticket or collect fines on their own vehicles. So there is no irony and the government won't give a shit.
