They were SWAT using tactical semi auto rifles. That's why they shot for shit, it was the spray affect.
Too many variables to tell for sure. The only time "spray effect" comes into play is in full auto, when the muzzle rises from point of aim, which doesn't explain the multiple rounds striking the porch beneath the guy, or how somebody hit the dog. Also you cant tell the distance the cops were firing from in the vid. They had plenty of time to take cover and find a rest before the shit went down though. You can hit a paper plate sized target at 100 yds with an ar multiple times and quick... gross negligence on shooting their own dog.

I live around 5 miles from downtown Pittsburgh and in 47 years, minus the 14 that I was gone, there's never been an incident where there's been a shooting in my neighborhood. But then, you go to the next burrough, and it's a totaly different story. And you can see it how the cop react to you in the two different areas.
