Exercise some judgment. This is a case of a total abuse of authority. Your second sentence just shows how grossly out of proportion the cop's reaction was to the first. All the cop had to do was point out the court date to dispute the violation and hand the driver his ticket, sign or unsigned.

All that had to happen was for him to write up the ticket, and wave bye. Here in Ohio, they don't even LET you sign any fucking ticket. Why? Probably because some brother has already been through this, albeit with another type of weapon (hint: bang bang).
Here's what you have to do if you don't want any tickets:
1. Have a camera running in the car. You want something to record a couple of hours of audio and video. I think you can get digital ones that will record over the earlier stuff when you run out of space, so you always get the last hour or so recorded without switching tapes.
2. Give the cop the papers he asks for. There's no point arguing here. Every question should be answered with "I would like to decline to answer that question."
3. If you are asked to do anything more than show your papers, the answer is "Officer, am I under arrest?" You do not consent to anything.
4. Once he's done writing your ticket or not writing it, you inform him that you have to go take the serial number from his radar unit.
Now, what happens is that you go to court, and they have only one witness against you (the radar unit.) All those questions they normally ask are to trick you into saying something they can use against you if you fight the ticket. If you haven't answered, they have nothing.
So the only witness against you is the radar unit. Now you're probably home free. They have to prove a bunch of points about how that radar unit has been configured, tested, and used. Probably they can't. They will resort to hearsay and lies to try to, but you just raise objections and none of it matters. The fact is, most of the radar units aren't good enough of witnesses (they won't be able to produce the testing certificate, your car wasn't in the narrow area where that thing is accurate when the cop read the speed, etc.) The simple fact is, those things are junk and the only time they'll ever test or do any maintenance on them is if they are underestimating speeds. Moving radar is even worse. Anyone pulled over by that should definitely fight, because whether you were speeding or not, the cop has no fucking idea, in truth.
Even if you lose, once you fight a few tickets you will never be pulled over in your town again.

If you present the proper case law, the police are generally fucked. There are a few points about the radar unit being certified, calibrated, installed correctly, etc, that are almost impossible for prosecution to satisfy. They can't prove those fucking things work (because most of the time they don't.) If all fails, you are guaranteed one appeal anyway.
Plus you can always hope the pig doesn't show up, in which case you've basically won unless you do something real stupid. Apparently it happens a lot in some places, though I've never been that lucky.
Here's the whole video. The sign seems to be a temporary construction sign. The cop has obviously decided to pull over the guy's car before he has even reached the 40 sign (he couldn't even have a radar reading at this point). After that he may have used moving radar but only for a few seconds max while the vehicle traveled a couple hundred yards. The cop also seems to have no idea how fast the guy was going, only that it was 'too fast'.
The full video goes on a little longer to catch the cop lying to the girl ("I told him I was placing him under arrest") and to the other cop that shows up (claimed he said "turn around right now or I'll tase you.")
A lot of bother to give out a ticket that is based on nothing and won't hold up in court anyway. I love how they spend my tax dollars.

it's amazing how much authority police has in most western states. Here, in Romania, if you were caught speeding AND drunk , you'd get your license suspended for 3 months (but you'd be able to get it out in 1) and fined ~200 dollars. 75-70% of street cops will take bribe and you'll be homefree. Once , there was a influent guy that ran over a kid on a street crossing. The police later painted it 10 meters further so the guy could not be prosecuted. And we don't have tazers, normal cops aren't allowed to shoot, only in extreme cases, when they're already injured.

When someone refuses to sign, the cop simply writes on the ticket "Refused to sign" And when the court date comes, it makes it harder for them to contest anything. I believe the officer was justified for what he did, for one; the argumentative asshole is not complying with the officerâs requests. As the guy slowly turns around to go back to his car, his right hand slips into his pocket. For all the officer knew, he could have been reaching for something.. I would have done the same thing if some guy who thought he was a know it all slipped his hands in his pockets and walked slowly away like this guy's mannerisms showed; The officer handled it to the best of his ability being the only one there.

Luckily, this cop had a camera recording him, so we can only hope he's lost his job and is never allowed on the force again.
