Some people get pissed if you "rack" an empty gun. The stripping of a fresh round from the magazine slows the bolt carrier group. Preventing its return to battery under unrestrained spring force, minus the internal friction of course.
Every time you fire a gun the BCG violently slams to the rear and is then forced forward by the spring. Racking the action performs the same task without the assistance of the round. Your gunshop guy just didn't like your faggoty ways.

It looks like this guy is pulling it back just far enough to load a round, but not far enough to lock, then letting it slam forward.

The guy actually tries to do some of this but he fails obviously. Even in basic training I never saw anyone fuck up like that. The M16 is incredibly easy to operate, hundreds of thousands of near retarded people do it successfully in the services. His malfunction remedies are sort of jacked up. "Tap, Rack, Pull" for the first click; "Clear source, check breach, re-feed, tap, rack, pull." for the second. He should've also checked the primer on his discharged live rounds to see if his firing pin wasn't striking hard enough/wasn't striking.
