well we use an octane that's 10% weaker than yours too. so you need to factor in that your shitty cheap gas is 95 octane.
a. Refineries here switch to the winter blend which is cheaper to produce.
b. The dollar has rallied, hence oil prices go down.
c. We are in the middle of a large economic downturn globally, driving demand down.
d. Only douches like me are driving their land yachts right now.

Both the House and Senate were ruled by Republicans for 6 of the past 8 years during Bush's terms. Even if that weren't the case, the Bush cabinet is known for breaking the rules and doing things their own way.
We haven't had a true republican in office since 1992, and most of the republicans in congress voted more liberally than the dems. most of the time. He may have had a hand in it, but Bush is not the only one to blame.
