  That guy is an SF fixture/landmark. Everyone there knows about that guy. There's even a club called the 12 Galaxies. People dress up like that guy for Halloween out here. They even hire him to do promotions for nightlife events. I've seen him wandering around inside a few clubs. SF is a strange city.
