The entire solution (beer plus CO2) is below the freezing point of the beer itself, so when you tap the bottle (or you could just open the bottle and the same thing will happen - freeze over) to release the carbon dioxide, the freezing point of the solution changes to that of beer, which is higher than the current temperature. This causes the beer to freeze over.
