Kid is told to sit the fuck down, obviously he is being detained. When he gets up he begins the unfortunate series of events that follows. Cops use what they consider is neccessary force to keep the shitbird under control. Moments later kid is shot, as we have all just seen, unintentionally.
The bystanders don't help matters either, they're the sheep who think it's alright to tell the cops to fuck off whenever it suits them. They're the ones feeding the idea it's ok to say "fuck the police."

Who said he was reaching for his taser? The cop hasn't given any interviews. In fact, rather than speak to an administrative investigative interview for the BART Police, the officer resigned and refused the interview.

US cops are usually dumb, usually rather sarcastic and/or arrogant, and usually overly-aggressive (half the force where I lived were ex-military and known to abuse steroids)...and they carry deadly weapons. I got arrested more times in America than I did my entire life in UK...and each time I made very sure not to give them an excuse to kill me. I'm sure that upsets one or two of you. Hehehe! :-P

No the taser is just another bullshit piece of equipment put in place by everyone crying that cops shouldn't have guns in the first place.
All a good officer needs is a baton, some good old pepperspray and his gun. They also need to make the requirements of being eligible for law enforcement more strict. We have an academy just north of San Francisco in the North Bay and it's a fucking joke. It scares me on both sides of the fence to see who is being hired to "protect our streets."
Even worse is my local agency hires damn near everyone of the rejects from the already fucked up classes that graduate. We have rookies supervising rookies on graveyard shifts.
So all in all, yes, this cop was more than likely another one of those "should never have been hired in the first place" types. Any officer like you said knows to keep your gun and taser on opposite sides of your belt, it's common sense along with basic instruction. But the family itself doesn't deserve 25 million.

imagine that.... your kid, killed by an unqualified officer that your city commissioned because he got into a fist fight (something kids do)..
What you need is a resolution. If it was my kid, I'd look at it rationally and know he put himself in the situation to begin with.
However, I would ask that the officer resign or be fired and pending a proper investigation of the whole thing, possibly face criminal charges. I wouldn't ask for millions upon millions of dollars. Maybe just enough to cover all the expenses incurred as a result of burying my kid and everything that goes with that.
I'd also use it as a platform to push for better qualified officers. The problem I've already encountered though in asking that much is almost every agency in the US is understaffed and need "bodies" to cover the streets. So they in turn take any and all able to spell their name and pass an academy.
Also funny is how people are never willing to admit they're at fault. It's ALWAYS the officer's fault. "I was standing there and the cop said 'hands on the wall' so I said 'go fuck yourself' and he pushed me down and handcuffed me...fuck the pigs man, always trying to hold the little man down."
The kid in this situation though is just as much of a dumbass as the cop. If an officer has you handcuffed and tells you to sit down...do it. Don't get up and get in his face because you'll get what's coming to you and sometimes an accident might happen and you wind up dead because you decided to "be a man." Yeah, I want to die young because I refused to listen to the most basic of commands from an officer while detained.

It was a accident, and one that cop will live with the rest of his life, using the tazer is the right thing to do, he just made a MAJOR screw up by not checking his firearm and letting himself get affected by the situation. I feel sorry for both the cop and the kids family. On the other side, eventhough it was a accident it was ONE that should never have happened and the cop should be dealt with accordingly
