Interestingly, if you get the right software and plug-ins, most of the time was probably spent tweaking settings and the rendering. The rest is just goofing around to see what looks good.
This looks like DX10 + PPU technology. I'ld hazard a guess that it might be a new CS engine or something? I doubt that was manually animated also, the movements are so clean I'ld say most of that was Dynamic.
Ragdolls were cool even if their rectangular limbs were unable to be separated.
The lighting on the cars were impressive but they simply moved as though they were rectangular blocks on a frictionless surface. Not as convincing.

Totally. My first experience with ragdolls was the original Hitman game. Killing guys in different ways was almost a seperate game in itself.
