So that pedophiles can be prosecuted, they had to make up an age limit. Now they have to convince the jury that someone fucked someone under a certain age, not that someone did something wrong. But there's no age limit that really makes sense and can be agreed upon, so we have an age limit and a shitload of exceptions.
But, ironically, the real pedophiles will fuck kids no matter what. They'll go to prison for 20 years then fuck a kid the first day out. So basically the law just annoys kids in their late teens who want to fuck each other, and scares dudes who pick up women without checking their ID first.
I'd imagine statutory rape is even harder to prove in court than the real thing, seeing as the chick isn't gonna run to the cops and let them run the kit. So it's one of those laws that only apply to the poor and stupid.
