      No way this is Japanese. What I think is this (just a guess):
      It is some army's leaflet for soldiers in WWI. I imagine surgeons were pulling soldiers for "lunacy," and sending them off the front lines. I think this is mean to educate the soldiers on what not to do, so they don't get sent home. Keep in mind most soldiers back then (heh!) were ignorant as dirt, and their commanders might have thought they really wanted to be there.

      Not to say it's beyond reasonable doubt but it seems a more compelling argument than analysing the quality of the English. Those silly Japanese obviously never had anyone with a level of English proficiency this high. Perhaps you should do a search on Tokyo Rose for example.
