No way this is Japanese. What I think is this (just a guess):
It is some army's leaflet for soldiers in WWI. I imagine surgeons were pulling soldiers for "lunacy," and sending them off the front lines. I think this is mean to educate the soldiers on what not to do, so they don't get sent home. Keep in mind most soldiers back then (heh!) were ignorant as dirt, and their commanders might have thought they really wanted to be there.
Since it's in English I guess it was intended for the allies by the Japanese in yet another bafflingly weak attempt to lower soldiers' morale at that time.
Not to say it's beyond reasonable doubt but it seems a more compelling argument than analysing the quality of the English. Those silly Japanese obviously never had anyone with a level of English proficiency this high. Perhaps you should do a search on Tokyo Rose for example.
Comments to japanese propagander
LOL! Who the hell thinks this stuff up?
Good to see we can divide all mental illness's into neurosis and lunacy.
Damn it man, I'm a lunatic. Although, i never eat my excrement in front of the ladies...
Damn!

Fuck!
Never post twice in front of your comrades as this is a sure sign of lunacy.
Ok, I'll just practice my imaginative powers so that all human faces look like Adam Sandler...
this doesnt look like japanese propaganda. what it looks like is some list of things to follow from some foreign mental hospital.

Balls is right. There's no way this is Japanese. For one, the English is too good. For two, why the hell does anyone think this is Japanese?
my guess is that its British because they spell 'practice' like 'practise' which i think is how they do it in England...
In English the verb is practise so you're wrong. Practice is what a doctor has. Fuckhead.
"There's no way this is Japanese."

isn't this a roll of fortunes waiting to be cut into individual strips and inserted into delicious cookies?
I don't think so. Where are the lucky lottery numbers? You gotta think of these things before you throw out your silly questions.
umm...dude... the lotto numbers are in the back. right next to the translated word of the day.
