Looks like Mad TV to me. I remember the original idea from Mad Magazine about 20 years ago.
Though I think it was a flexible, 15 bladed razor back then. Same results and similar description though.
Upon further research, it was 28 years ago and 76 blades. No gouged face though, memory must be failing me.

Yeah, the first season or so were the best. My favorite skits were "Da 3 Stooges" and the Terminator 3 skit. ("Hasta La Vista, baby Jesus!")
I liked all of the Spishak sketches..I will try to submit the car wax one, although I am sure it would be a repost..
I'm pretty sure they did something like this on the daily show as well, only the thing was electric.
My fav was Corky and the Juice Pigs they had some funny music like pants or pandas.
