Cops usually get to know the people on their route so he could have been patroling an seen someone with a warrant an decided to get him knowing everyone who was there an wouldnt try anything.

Sorry to double post, but a thought came to mind as soon as I hit "Add". Cops are highly trained in hand to hand, that "cop" looked very inexperienced in what he was doing. Unless he is a rookie, he had no take down moves. They appeared to be the same physic, the cop might be a little less bulky, but size doesn't always make a difference.
If you think that so called training makes such a difference then they wouldnt get beat down so much
I truthfully cant give a factual statement being that I am no cop and dont know the background to the story. My only guess is that the cop is not an asshole and knows this not a dangerous person, so he doesnt have to be agressive and prove he is the bigger man. Some cops have agendas when they join the force and aint to protect and serve.
What language were they speaking, because it sure as hell wasn't English.

It's called "Ebonics" tron. A poor excuse for a failure to grasp the basics of English. When in doubt, throw an "izzle" sound in the middle of any word or just string random thoughts together and insinuate that they actually mean something. Or simply, The language of the gangstas and negroes.

This took plave in Portsmouth, Virginia. It was all over the news out here in Virginia Beach. There is a lot more to the video than this shows. He does use pepper spray, but the guy keeps fighting him. Here is a link to a newspaper article on it.
