Fuck that asshole driver, not only did he make an illegal pass, he almost hit another car and hit this idiot kid on the board and drove off. Face what mistake? It seemed that was exactly what he intended to do. And a pass isn't illegal unless there's a no-passing sign, doesn't matter what the pavement markings say.
uh, double solid or dotted/solid lines means no passing for your side, doesn't need a sign. You have a license, you've agreed to the rules of the road. Suv was in the wrong...although skaters then failed to yield. This is what happens when two assholes meet in the middle of the road.
In NA the lines aren't law, just recommendation. A no-passing sign is the only thing that makes it illegal.
Technically, double, solid lines mean no passing, however, if the person in front of you is moving at a substantially slower speed than the posted speed limit, then it's ok to pass. The guy in the suv, however, stopped on purpose it seems to fuck with these guys. Should those kids boarding not be there; it's debatable. Was the driver more in the wrong than them; yup.

I think in some asshole states there may be exceptions, but overall the lines are just lines and don't carry legal weight. Just because the fucking book you read before the test says you can't do it, doesn't mean it's illegal. I can guarantee in Yakland (Ontario) that you can pass wherever you want unless it's dangerous or there's a no-passing sign.
Actually, no-passing signs would be redundant if the lane markings actually legally designated a no-passing area. I'm also guessing that the lane markings don't hold that much weight in any state that has fucking snow in the winter.
Mistake from the kid on the board is that, he does'nt have brakes, which is'nt much of a problem for the speed he was going. The driver was going slower than the boarder. Bound to catch up to the driver, although the driver should have been aware of the pedestrian.
