You have points which I do not dispute but first I wonder how Lebanon was supposed to stop Hizbullah when it's been still rebuilding from civil war and generally had Syria's hand shoved up its arse for most of the time since then. It's not true that Israel hasn't reacted since its pullout from Southern Lebanon. Granted it didn't previously launch an attack of the scale you see right now but the IDF has on occasion shelled and launched airstrikes in Southern Lebanon in the past couple of years. As for kidnapping, it's happened before and like it or not the Israeli government did in fact negotiate on those occasions normally for prisoner swaps rather than retaliate on a massive scale. Naturally it had to be delayed so it didn't look like a swap to save Israel's face. I suspect you'd find a correlation between kidnappings and a delayed release of criminals from Israel's custody over the years. Suddenly this time it's different.
