The black guy was one of the EMTs. You're not allowed to arrest them when they're taking people to the hospital (in my state anyway). The cop is trying to arrest the EMT because the EMT told him the other EMT didn't flip him the bird and they didn't have time for this crap.

All the reports are out there. The black EMT says the cop thought the other EMT (the driver) flipped him the bird so he went nuts and started yelling at them. The other EMT backed him up on that story. The second cop to show up on the scene said later that the first cop was thought the situation warranted deadly force (he was gonna shoot someone) and was generally out-of-control.
The psycho cop claims the black EMT assaulted him but somehow that didn't get caught on his dashboard cam and the many witnesses happened to miss it too.
