We were in Saudi Arabia at their request, because we didn't want oil prices to skyrocket if Saddam continued to create instability. So the point is that yes we did piss them off, and maybe we didn't realize they could retaliate in such a heinous way, but if we did, all we would have done is tried to kill them more, not let the Russians have Afghanistan or Saddam dictate our oil prices.
The second thing that piss people off about his comments is, I think, that to say we "caused" the retaliation is a poor choice of words, because that makes sound as if their actions were justified because of what we did. But that is just wrong.
Perhaps a better choice of words is that our actions enabled them to do what they did, enabled them to fan the flames of hatred against us and recruit people who could attack us. The fact is that such evil, the willingness to take thousands of innocent lives for whatever purpose, cannot be caused in a person. That evil is either in a person or it isn't and no good man, no matter how provoked, would take thousands of innocent lives for any purpose.

Additionally, Ron Paul advocates that the US stop recognizing the UN as a legitimate institution, but then the UN is used as a source for data. Huh?
