i didn't either until it was pointed out to me that in the picture he actually flipped up the current "promotion" tag (the one that says 'was 24.99 now 19.99' to show the ORIGINAL tag saying it was 19.99 not on sale... so.. um.. yeah... the original price was actually 19.99 and they made a tag that said 24.99 to make it seem like it was on sale ;/
No, if you read the big yellow balloon you'll see it is a "Price Cut". As in $19.99 is the new regular price. The label underneath has been changed to ensure the right price is shown if someone removes the fold up sign.

he is in fact wrong... if you look at the angle of the "price cut" you'll see that the price tag plastic thing is shaped like |_ which shows the current thing as "was 24.99 now 19.99" or else the "price cut" sign will be at a 90degree angle.....
that makes no sense why they would put that under there :(

Here is how it works: In the US you can only advertise a permanent price reduction (price cut) for 60 days. Retailers (like Target) want to do this for as long as possible. So when they reduce the price they replace the old price label with the new one and put an easily removed label over it showing the was:is comparison. Then on day 61 they can just take the was:is label down before the store opens without having think about it.
This also ensures that if someone takes down the was:is label early, the correct price is up even if they don't notice the was:is sign is missing for another 30 days.
I only know this because I worked there during college and shopper-stupidity in regard to signs and pricing always pissed me off.

Dudes right i used to work for targed a few years back and that is how they did things. i just didnt notice in the first picture the tag is flipped up so i didnt get what the big deal was.

Of course I buy tools from Target, JTK. If you research, you'll find many tools come from identical manufacturers, just name branded differently. Take Husky from Home Depot, for instance, They are the same exact tools from Stanley, just higher priced. I have the Stanley 201 piece mechanics tool set, and the ratchets, sockets, et al, are the same exact ones in the Husky set. BTW, Stanley owns Husky.

These were obviously original price tags that weren't removed yet. All the other original tags in other departments were gone. These were the only ones side by side with the "price cut".
