  Those are a set of duel wheels off of an 18-wheeler what you would call a tractor trailor truck... From the looks of it they come from the trailor part cause there was no axle shaft with it as it rolled across the road. With how much a set of those tires+rimms+the hub itself weighs he probably did suffer a broken bone or three!

  Funny as hell to see it happen but since i have replaces a few of those tires before !
