as far as i can make it up, he's talking about the new schedules for public transportation, how it's worthless, how he's never gonna go on a tram again, and how they're always late, that he's waiting hours and hours and hours for them.. mixed and interrupted with lots of repitive tantrums("tram stoppen tram stoppen tram stoppen!") and cussing ("godverdomme!")
the first time i saw this i though he was just making up words, but when i listened to it again, very carefully, it made a little sense.

I dont even need to take public transport to see em in my town. I walked to the corner one night and this guy started telling me how he was going to shoot his wife, and this other time there was a black guy standing on a wood crate literally preaching about the accursed white man... crazy world...
